Is Word not designed to allow me to just drag and drop the border of a row in a table so that the line is as close to the text as possible?

I know that I can go into the table properties and set the height of each row but it would be nice to be able to grab the line beneath the text and drag it up and as close to the text as possible.

What I find interesting is in the example below I can drag the line down but when I try to drag it up I cant drag it beyond a certain point...basically I want it right beneath the text but it will only get so close...
